The list was used in computer science in the early s, and quickly spread to engineering and government projects. It is a humorous summary about the outcome of IT-Projects, with an unspoken imputation about the seemingly inherent tendency of these toward failure. The list is circulating in slightly different compositions in any number of project management books and the internet. Start - Smart Jokes. The waterfall model is a breakdown of project activities into linear sequential phases, where each phase depends on the deliverables of the previous one and corresponds to a specialisation of tasks. In software development , it tends to be among the less iterative and flexible approaches, as progress flows in largely one direction "downwards" like a waterfall through the phases of conception, initiation, analysis , design , construction , testing , deployment and maintenance [ citation needed ]. The waterfall development model originated in the manufacturing and construction industries; where the highly structured physical environments meant that design changes became prohibitively expensive much sooner in the development process [ citation needed ]. When first adopted for software development, there were no recognised alternatives for knowledge-based creative work. The first known presentation describing use of such phases in software engineering was held by Herbert D. In the paper was republished with a foreword by Benington explaining that the phases were on purpose organised according to the specialisation of tasks, and pointing out that the process was not in fact performed in a strict top-down fashion, but depended on a prototype. Although the term "waterfall" is not used in the paper, the first formal detailed diagram of the process later known as the "waterfall model" is often cited as a article by Winston W. Royce's five additional steps which included writing complete documentation at various stages of development never took mainstream hold, but his diagram of what he considered a flawed process became the starting point when describing a "waterfall" approach. six phases of a project.Previously, the city hall, police department and fire station were all under one roof, he said.

The existing building was about 9, square feet and housed all three entities. With the fire station build out completed last year, the city and police department were able to gain back about 5, square feet for operations in those two departments alone. The existing building has been split into two phases, he said. Phase one will contain the majority of operations for city hall.
It is expected to be complete by May 4. Phase two will hold the majority of the operations for the police department and some six phases of a project offices as well, he said. Once both entities are able to move into the newly renovated phase one space, construction on phase two will begin.
Hinson said the tentative completion date for phase two will be Sept. The police department has been housed in the building since phaess, he said, and it was meant to be a temporary solution.
However, the solution has lasted much longer than anticipated and more space is needed for the department. A big change for the city hall side of the building will be the addition of a 1, square foot council chamber, he said. Currently the city council is meeting in the conference room at the fire station and before that in the Washington Public Library.

The entrance to the buildings will change also, he said, with all public access coming from the west side of the building. The east side, where the entrance for the police department currently is, will be for employees only. This will open up additional parking space for citizens as well. From the new entrance, citizens will have a shared lobby space and access to public restrooms. The police department will have one window for its operations and the utility clerks for the city another.
