It just doesn't work. Because King of the Franks requires taking and coring Paris, and having 18 provinces in the French region, and more dev than France. Which takes time and warfare. By which point, the AI will absolutely get its vassals back to being loyal. So just remove it. Make it so, all of France's French vassals get transferred no king of franks the Liberty desire. You've proven your leadership by taking Paris, the missions worth shouldn't be contingent on how fast king of franks AI can improve relations or pay off it vassals which it will do, it preferred selling provinces if it meant it could keep paying it vassals to be loyalor having to not take the mission until you've gotten all the other factors lined up, which means going to war without the permanent claims or the vassals disloyalty, and without a factor to stop them from being annexed.
